Why we never estimate a water meter reading

Estimating a missed reading feels like the kind thing to do - the customer gets a bill, the month closes on time. BillGrid takes a different approach for metered accounts: follow up the missing reading before issuing a usage bill.

On this page 5 sections

BillGrid does not fill a missing customer meter reading with an estimated one. For metered billing, the account needs an approved reading before its usage bill can be raised. Other ready accounts can still be billed while the missed meter is followed up.

This is our approach to keeping metered charges explainable. It is not a statement that every estimated water bill is unlawful or that every provider must follow the same policy. Applicable tariffs and service terms govern other providers' arrangements.

Why an actual reading matters

A dated reading and a clear meter photo help explain how consumption was calculated. An estimate can be above, below or close to actual use, and a later actual read may require reconciliation.

An estimate may be above, below or close to actual consumption. These outcomes have no probabilities assigned here. Later actual readings can reveal a difference needing explanation or correction. BILLGRID / EXPLAINED An estimate leaves uncertainty Below actual Later catch-up Near actual Check against a read Above actual Possible correction Possible outcomes, not equally likely outcomes.
Three possible outcomes of an estimate. Their likelihood and financial effect depend on the method and the account; they are not equally probable outcomes.

The issue is the uncertainty, not a claim that two out of three estimates cause disputes. Even an actual reading needs checking: the wrong meter, unreadable digits or a recording error can still produce a wrong bill.

Repeated estimates can delay a site visit

A missed visit should remain visible. Replacing the gap with an average month after month can postpone finding an inaccessible, faulty or incorrectly recorded meter.

A customer-side leak may raise recorded consumption, while a stalled meter may show little or none. Neither pattern alone proves the cause. Check the meter, its history and the service conditions.

Hold the account, read it, then bill

Consider an illustrative 640-account scheme with 600 meters read and 40 missed before billing day:

  1. Review the run's Needs attention list.
  2. Post the accounts with complete, approved billing information.
  3. Arrange revisits to the missed meters and record access problems.
  4. Review the captured readings and bill those accounts for the correct period.
Hold, read, then bill: on the 28th readers finish with 40 meters missed; on the 1st, 600 bills post and the 40 are held for attention; on the 2nd and 3rd a reader revisits just those meters; on the 4th the 40 bills go out on real readings. An illustrative follow-up schedule: ready accounts bill first, and missed meters are revisited before their usage bills are raised.

A revisit may take longer than a morning, especially where access or repairs are needed. Tell affected customers why their bill is delayed and when to expect the next update. Keep the period's water-balance report provisional until its missing billed volumes are resolved.

Make the field routine dependable

Give readers a route and a list of accounts needing attention. BillGrid's field reader supports offline capture and later syncing, so a weak signal need not stop a manual reading.

Take a clear photo of the register and check the number before saving. Photo recognition can suggest a reading when connected, but the reader still needs to confirm the result. Confirm pending work has synced before reviewing the billing run.

Readings that look unusual should be investigated before posting. Compare with the meter's history, check for a replacement or rollover, and arrange another visit when the evidence is unclear. A flag is a reason to review, not a diagnosis of a leak or unauthorized use.

Correct a wrong bill with a record

If a reading error is found after billing, use the appropriate billing correction and explain it to the customer. That may mean voiding an unpaid incorrect bill, issuing a credit or raising a justified additional charge.

Check the result against payments already received and record the reason. A credit on an account is different from a refund; any refund obligation still needs to be handled separately by the merchant.

Actual readings do not remove every billing dispute. They give the operator and customer better evidence to work from. See water billing for the capture, review and billing workflow.
